Hi JNelson,
That is a decision you have to make. Remember that you can only have so many neighbors. If you have them as friends only right now then make them buddies. If you want to be able to do more with them in the game then make them neighbors.
We are working on getting as much information out as we can as quickly as we can. There is also information in red in each of the sections like the gift sending and my requests that the developers have added that might help you.
