I've already memcached, cleared history, restarted the browser, restarted FarmTown and tried to work the new request from the Most Recent FB News Feed. Nothing works.

I moved your post to the thread about the facility requests.
The time between is not based per farm set. You must have at least an 8 hour time that do not work any facility request posts, before you can rework any of them. A new post from them does not bypass that requirement.
