They would not be able to irrigate farm 20 as it is private, where if you irrigated them then 20 would also be irrigated. Some of those farms have 12 hour crops on them and irrigating those doesn't make sense to do as then you will not be able to irrigate the next crop you plant there. You can only irrigate a crop once and can only irrigate on a farm once every 20 hours.
