Hola, Básicamente lo que esto quiere decir es que después de haber trabajado un centro de vecinos debe haber un espacio de 8 horas, donde no funcionan las instalaciones, antes de que pueda funcionar la instalación vecinos otra vez. Es similar a los puestos de bonificación en el que si máximo hacia fuera, tiene que esperar 12 horas para recoger nuevamente.

Basically what this is saying is that after you have worked a neighbours facility there must be a gap of 8 hours, where you do not work any facilities, before you can work the neighbours facility again.

It's similar to bonus posts where if you max out, you need to wait 12 hours to collect again.
