Put an oil well on each farm. Then your refinery will make more than enough fuel for this tool. I have it, and only have to refuel every two weeks or so because I have over a million units of fuel by then.

Also, work to help at farms with factories and their refineries will give you fuel.

You can also convert gifts to fuel, but it won't give you that much.
