Hi kbirk1950,
I have moved your post to the thread about facilities. Thank you for your ID.
The problem is that you have 5 Fishing tackle shops but you do not have enough other facilities that make the products those need to be able to load all 5 of them or enough bait if you're loading those as well instead of keeping the bait for fishing.
The other facilities you need more of are the Shoe Factory for the Rubber boots and you only have 1 Fishing Accessories Factory which makes the creels, hook sets, fishing chairs, floats, lobster traps.
Open your Facility manager and click on the Ingredient Planner top right that looks like a little not pad, change the filters to:
Fishing Tackle Shops, 15 days. By Missing
Then click on Update and it will tell you how many of each item you need for one fill of those fishing tackle shops. Any red numbers are what you still need to fill them to 100%
