Thanks for coming back to let us know you have found the problem. Much appreciated.
Just for your information, some quests can have quite a considerable amount of steps.
There is one with 27 of them
so on those you will have to scroll down quite a long way to see all of the steps.
When there are more than 12 steps you should see a scroll bar to the right of the quest window which you can use to scroll with if you don't have a mouse wheel to use, when there's fewer steps there isn't one or the scroll bar doesn't move.
