I think you are looking at the
Flower Freezer - Unfreezer Tool, which isn't available to use yet as it hasn't been added back to the game so it's greyed out. It will be back when the devs have time to do it. You can read up about that tool in the Game Guide Chapter 21 Tools. Here's the link to that specific post:
