This morning, those particular facilities, Oil Refinery, Cinnamon, Ink & Pigment Factory, Metal Mill all have production at 106% !!! It is because the Farm Pass 1 finished the June season and started the July season, So the privileges you had for June have expired which causes the facilities that got the extra through that now are over loaded. You will have to wait until the amount pending drops to below 100% for you to start anything in them.

This happens every month when the Farm Pass changes to the new season.
