Are you neighbours both ways? Meaning they also have you for a neighbour?
It might clear up for you if they update or clear the sold offers showing in there.

Hi Tiger, Yes I did close the game after running memcache - offer was still there and still saying the same. We are neighbours both ways. I have been off computer for a while and it has now cleared. Next time this happens, if it does, I will do all you suggest and see what happens. Thank you.
