There are other trees, bushes and plants in the "Trees" section that are neither shaken nor chopped, but merely for decoration, including: cherry blossom tree, azalea bush, autumn and dead trees, several ferns and bushes, Tuscan cypresses, saw palmettos, and so on. So it would not be inappropriate to have the saguaros in this section also, and would be a better fit. I think that this kind of inconsistency in the store can make it difficult to find things.
