My Webster says that plough(which is defined there as a verb and a noun btw) and neighbour are the British spellings..personally don't see any reason why we can't interchange them at will..
Swapping 'to' for 'too' and 'their' for 'there' (or 'they're') and 'you're' for 'your' is just plain wrong wherever you live.
