Since the number of neighbors is limited by the ID number, you cannot have as many neighbors as you would like, so ALL PLAYERS who can only have fewer neighbors due to this limitation are also disadvantaged in terms of points from the outset -Assignment of the new NCC regulation.
It would be nice if THIS was taken as an opportunity to rethink the proposed change !!!
I have read the example and i understand as follow:
the more NBs the more XPs - the fewer NBs the fewer XPs
ie. 100 NBs = 100 XPs, only 40 NBs = only 40 XPs

The maximum number of neighbors ranges from 90 - 110 not that big a difference. All have a choice in prefernces whether they want to participate, so even if you have 110 neighbors that is not going to be the number of them that will play the NCC.
When the contest contestants are selected they are chosen by how many facilities they have on their team so those with less neighbors will be selected to compete with others who also have less facilities in their team.
