I moved your post to the thread about hiring. As she did not own any of the EX tools she may not have know how to get to them. She should have been handed one when she got to each farm, but may have not recognized how to use them and the shaded area didn't look right.

I assume you went back and hired someone else to finish the farms. Did they have any trouble getting the EX tools?
If that isn't it then I don't know what would cause it as she should have been handed the largest one when she arrived at the farm. All I can suggest it to try clearing the memcache (link at the bottom of your farm page) and see if that helps. Make sure you have that set for tools when you next hire.
