You had to buy the harvester before you can buy the combine harvest plow. That is why you were redirected to the harvester to buy it first. The tools have to be bought in order. You can not buy a combine without owning the previously required tools.

My Combine harvest plow EX is unlocked for ne to buy. I am sure it was unlocked before wrong ourchase.
