Ok there is definately something off about the quests and the timing. I dont care what they say, but my facilties have been worked, and ive stored 2 seperate batches of petroluem since i began the quest, and its not showing as done. I believe you have to wait for your green barrel to get done in the quest manager before you can move onto the next step of the quest. At least that is what it is making me do before I can move on to the next step of my quest.
