The developers made it that way so it is not cheating. You don't know that players will quit...I know that many people actually went and bought the tools because of the change.

That's exactly what I did.
I love my 4x4 tools. I've always hated to be one of 5 people hired for a tiny job of raspberries and have always just hired one person to harvest or plow for me. Today I was called "rude" by the person who was hired AFTER me and came to an already mostly harvested farm. The employer should have come with me to see, if I had tools or not. Normally I do the same as some previous posters and just take a share when I see someone else on the farm.
