Impossible to use all my ships

If you have good neighbors, it is impossible to use all of the ships. Too many come in together and the time restrictions mean most sit idle. Is there any way to address this issue for long time...

I expanded 1-8, but it won't let me expand 9 and 10. I was hoping for a new farm for more mines, bakeries, etc. I can't buy more facilities without more of the basics. Thank you. Sharon
